Try Benchrite , they are in the US ,  you may want to check for other things to buy as well ,it makes it worth while on the shipping costs.
also did you try Plenty o patches ? . PMA tool also sells stock tape , Plenty o patches carries some PMA products .

i use thin plastic sign material ,cut 2" wide and then to whatever length of the barrel . the other one is old window blinds , as they have a curve to the  material , its normally thin Gauge Aluminum , again 2" wide and is easy to cut .
 attach with small velcro dots to the barrel . 
other shooters are using portable fans , they are the recharge type and sit on the bench blowing down the length of the barrel . i have a small fan it works okay , but i seem to go back to the shield .

Mission club holds BR rimfire matches , its close to Vancouver . also Port Alberni club on Vancouver island  started to hold BR rimfire matches in early 2020 , they got 2 matches completed before covid hit . both clubs use the same target its called .22 BR Canada , same as ARA unlimited target .

I guess i read the first post wrong . most short range BR actions that i have seen and own ,  dont have a base machined into the receiver . they need a base & rings . some are one piece bases and some are two piece bases , and some use direct ring mount .

Yes, the direct ring mount is nice , with the moa built in . i have used 3 different scopes over the years with my Bat direct ring mount 20 moa , i shot 600 yard with all of them , never had a problem with running out of elevation .  i see harrells makes a moa one piece base too.   interesting too see if you run out of elevation with your scope , with no moa base , let us know . steve

On my Bat Model B in 6 BR , i have the BAT rings all one piece 20 moa . Bat  makes a 3/8 dove tail base one piece in 20 moa as well . from what i have seen, its normally in the base that you can choose your moa  ie - 10, 20 ,30  . hope this helps . Steve

Hi Paul , dont know anyone who makes them in Canada . The US made ones seem to be the most common , see benchrest.com lots there to choose from . i have seen homemade ones , work well . i have Graham ball style , got them used from a fellow BR shooter on  here used , but like new . hope someone else will chime in to help you . I had a BR build done last year , custom Turbo action , benchmark barrel .920 " straight, finished at 25 inch , BR stock , Harrells tuner  jewell BR trigger . i shoot 50 yrd and 100 yrd , i am very happy with it . it took a bit to learn how the tuner works , thanks to Calvin and others for helping me with good advise on how to tune the rifle , and how to test ammo . i am no expert , i did lots of research on line , check out Killough shooting supply ( Texas ) good info there as to what equipment BR shooters use , some tech articles as well .all the barrels Dennis said are good barrels , i choose Benchmark because it was in stock from Big horn sales in BC  . Ammo is the most important thing with .22 rimfire , i learned that real quick , to get the best out of the gun you should lot test ammo , and use the best that you can afford . not sure if you will use a tuner , i know others that dont and have had excellent results as well , mostly Anschutz barrels .   my 2 cents .
